Within Europe - yes.

Can you make frames with 27.5/650B wheels?

Yes. I can either make mullet/mixed wheelsize frames, or full 650B frames. My preference is for 29s and for anybody 175cm and above 29s is what I would recommend. If you are shorter than this, or desperately want to use one or more 650B wheels, I can accommodate this!
